The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: optimistic declarations are delivered from multiple capitals. Significant resources is allocated on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from across the border, a capacity afforded by timely intelligence. From observation points, defense planes that had been dispatched to counter approaching aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, most likely delivered by allied countries. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, sparing the city from catastrophe and further power outages.

Persistent Threats

Soon after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on Western support – a reliance that regional partners are demonstrably unable to replace in the near term.

Failed Diplomacy

The detailed framework from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new proposal from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, endure.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unfeasible to compel Moscow to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, Washington does minimal to deter Moscow, through statements or actions, from assuming that the situation will not evolve additionally in its advantage in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a complete military breakdown until conditions improve in its benefit.

Current Realities

Objectively, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: political desires to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new proposals based on established approaches are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
